Project Implementation

In 2012 started the implementation of the project "Support to the Energy Regulatory Commission for the introduction of the EU legislation for the efficient energy market in Republic of North Macedonia". This project is with a 3-year duration, financially supported by the Kingdom of Norway and implemented by the Norwegian consulting company THEMA. The purpose of this project is to improve the regulatory framework for competitive, transparent, and non-discriminatory energy markets, and as part of it several bylaws in the field of electricity and natural gas, that is to say, the supply rules for electricity and natural gas for a supplier of last resort, the market rules for natural gas, the network rules for transmission and distribution of electricity and natural gas, and the rules for the monitoring of the operations of energy markets and more are being drafted and reviewed.

In 2013 and 2014, the Energy Regulatory Commission, with its nominated representatives, is actively participating in the meetings of the working groups established within the IPA project "Strengthening the administrative capacity of the Energy Department in the Ministry of Economy and the Energy Agency of the Republic of North Macedonia" on the implementation of the Third Energy Package from the EU legislation on the internal energy market.

In the period 2010-2011, a Twinning project for institutional strengthening of the Energy Regulatory Commission, supported by the Delegation of the European Commission in the Republic of North Macedonia, was conducted. The Twinning Project was implemented by the Austrian Agency for European Integration and the Austrian Energy Regulatory Commission (E-Control), providing technical assistance and recommendations for the Energy Regulatory Commission on the implementation of the activities and tasks defined in the Law on Energy and the Treaty establishing the Energy Community, as well as preparing the guidelines for future market development and the criteria for opening the market in accordance with the requirements of the Treaty establishing the Energy Community.

In the period 2009-2011, the Energy Regulatory Commission was the beneficiary of the IPA Project for Technical Assistance provided by the Delegation of the European Commission in the Republic of North Macedonia aimed at improving the regulatory framework for competitive, transparent, and non-discriminatory energy markets.  The Dutch consulting company КЕМА was selected to implement the Project for Technical Assistance to Energy Regulatory Commission, providing guidelines and recommendations to the Energy Regulatory Commission for the preparation of the bylaws pertaining to electricity market models, electricity market rules, tariff methodologies, and pricing of electricity and natural gas, supplier of last resort, vulnerable consumers, preferential tariffs for electricity from biomass, waste and geothermal energy, assessment of the internal organization of Energy Regulatory Commission and other.

The Project for Development of the Energy Regulatory Commission of the Republic of North Macedonia started its implementation immediately after the Energy Regulatory Commission was established in 2004. The Project was funded by the European Union via the European Agency for Reconstruction, and the Consortium of Energyconsulting from Heidelberg, Germany, and IKRP Rokas and Partners from Athens, Republic of Greece, was selected as the consultant. The following documents were developed within the Project: Detailed design of the setup and operations of the Energy Regulatory Commission of the Republic of North Macedonia (ERC), Analysis of the compliance of the national legislation in the field of energy with the EU legislation, Rules and procedures regulating the energy sector, Draft templates for licenses and permits, Methodology monitoring the compliance with the terms of licenses, Methodology for regulating energy prices, and Draft recommendations on how to build the professional capacity the Regulatory Commission (operating units, staffing, funding, infrastructure, etc.).

As part of the cooperation with the U.S. Agency for International Development (USAID) and the U.S. National Association of Regulatory Utility Commissioners (NARUC), the Energy Regulatory Commission of the Republic of North Macedonia has many meetings during 2004 and 2005 and in doing so, under the auspices of USAID and NARUC, the Energy Regulatory Commission established a partnership with the Vermont Public Service Board, USA, then cooperation with the National Economic Research Associates (NERA) on tariff methodology, and collaboration with the legal services company Pierce Atwood LLP on the conditions and procedure for licensing.
