Regulation of Activities
The competencies of the Energy Regulatory Commission are stipulated in Article 11-e of the Law on Energy. Pursuant to the article here mentioned, the Energy Regulatory Commission carries out the following tasks:
- takes care of the safe, continuous, and quality energy supply;
- takes care of the improvement of the competitive energy market;
- proscribes the condition for the supply of specific types of energy;
- proscribes the methodology for the pricing of specific types of energy;
- proscribes the tariff systems for specific types of energy;
- takes decisions on the prices of specific types of energy according to the pricing methodology, the tariff systems for specific types of energy, and other legal regulations;
- issues, modify, withdraws and monitors the implementation of the licenses for carrying out specific activities in the field of energy;
- proscribes the rules for connecting to the energy grid;
- takes care of the improvement and protection of the energy consumers’ rights;
- starts initiatives for adoption of laws and other regulations in the field of energy;
- takes part in conflict resolution and proposes measures for their resolution;
- submits proposals to the competent authorities to undertake measures in accordance with their competence and in a procedure stipulated by the law against entities who carry out these activities contrary to the law;
- adopts the Rules of Procedures and other acts for the Energy Regulatory Commission;
- carries out other activities as defined in the Law.
In order for the Energy Regulatory Commission to implement the operations which are under its competence, the national authorities, local government bodies, and trade companies carrying out activities in the field of energy are obliged to supply the commission with the necessary documents, data, and information upon its request.
In case such documents, data, and information are confidential, the Energy Regulatory Commission has to use them and keep them in a manner stipulated by this act.
